Perry County Commission OKs inmate-housing deal with Marengo County and multiple construction change orders

The Perry County Commission voted Feb. 10 to contract with neighboring Marengo County to house Perry County inmates and approved several construction-related change orders and maintenance contracts, minutes show.
Chairman Albert F. Turner presided over the meeting; Vice Chairman Carlton Lewis and Commissioners Anthony Long, Thomas Brett Harrison and Barbara Howze were present. Commissioners recorded a quorum and moved through several budget and contract items during the meeting at the Albert Turner, Sr. Courthouse Annex.
The commission approved an intergovernmental agreement to house Perry County inmates in Marengo County at a rate of $25 per inmate per day for a maximum of 30 days, with an automatic renewal provision. The minutes state that Marengo County will be responsible for inmates' medical care and that a nurse practitioner will check on inmates monthly at a rate of $60 per hour. The motion was made by Vice Chairman Carlton Lewis and seconded by Commissioner Anthony Long; the minutes record the motion as carried.
Commissioners approved a series of construction change orders and related votes. Commissioner Anthony Long moved to approve a change-order option totaling $16,646; that motion carried. Another motion denying change order 2, item 3 also carried. A motion to approve change order 2, item 1 in the amount of $6,054 passed despite two nays from Commissioners Thomas Brett Harrison and Anthony Long. The commission approved change order number 4 at $11,083, with the minutes recording two yeas (Chairman Turner and Commissioner Howze), two nays (Commissioners Long and Harrison) and one abstention (Commissioner Lewis); the minutes state that action will be revisited.
The commission tabled a separate action regarding removal of the IT room until three bids are received, following a motion by Commissioner Lewis and a second by Commissioner Long.
On smaller facilities and maintenance contracts, the commission approved a $5,754 contract with Global Fire to inspect and repair the courthouse sprinkler system and a $6,750 contract with SP Engineering; both motions were moved by Commissioner Long and seconded by Commissioner Howze and were recorded as carried.
A motion by Commissioner Harrison to pay $15,000 of the $31,000 owed to Hale County was superseded by a motion from Commissioner Long (seconded by Commissioner Howze) to table the payment while staff seeks confirmation whether Hale County will accept the $15,000 offer; that tabling motion carried with one recorded nay from Commissioner Harrison.
The meeting record shows the commission entered executive session later in the agenda; no subject matter from the executive session is disclosed in the public minutes. After returning from executive session, commissioners voted to accept the recommendation of the county attorney, per a motion by Commissioner Long and seconded by Commissioner Howze.
