Commissioners approved hiring two per‑diem employees to be used on an as‑needed basis and also approved a full‑time Office Deputy I for the Prothonotary’s Office.
Commissioner Hervey P. Hann read a letter explaining the shift to per‑diem hires as a way to “have help when needed instead of hiring individuals to be employed everyday, even when they are not needed,” and moved to hire Stephanie Seibert and Nya Minnier pending clearances. The motion carried; Commissioner Randy H. Bunch abstained due to a stated conflict of interest. Commissioner Steven L. Wible separately moved to hire Joanie Faith as a full‑time Office Deputy I for the Prothonotary’s Office, effective Dec. 1, 2025; that motion passed.
Chief Clerk Stacey M. Shives said the Salary Board met to set hourly wages for the new hires and that separate Salary Board minutes are on file. HR Administrator Mary Huston participated in interviews for the per‑diem positions and discussed the clerical needs across county departments.
Hann’s letter included an allegation that “someone is not hired because of who they are” and that the panel believed “we do not, not, hire a person who is an excellent candidate because of who they are.” No response or rebuttal to that allegation is recorded in the minutes.
The meeting record lists the hires by name and notes they are effective pending required clearances. The commissioners recorded the motions and votes in the meeting minutes; the county will hold separate Salary Board minutes and the personnel files and clearance results will be documented in county HR records.
