Fulton County commissioners adopt 2026 bylaws, reappoint officials and approve $229,387 in payables

Fulton County's Board of Commissioners on Jan. 6 adopted the board's 2026 bylaws, approved routine financial items and filled a slate of appointments and committee assignments for the year.
The meeting opened at 8:30 a.m. with Commissioner Randy H. Bunch calling the session to order. Commissioners Steven L. Wible and Hervey P. Hann joined Bunch; Chief Clerk Stacey M. Shives was listed as present. The board approved the Dec. 30, 2025, commissioners' meeting minutes and the Dec. 30, 2025, Salary Board minutes on motions by Commissioner Steven L. Wible.
The board voted to approve accounts payable dated Jan. 6, 2026, totaling $229,387.17. The minutes include a fund-by-fund breakdown: General Fund $53,157.03; Liquid Fuels $13.41; Independent Living $12,558.01; SFC Evidence Based Practice $12,650.30; Law Library $2,637.72; 911 $11,326.59; Act 13 Marcellus Shale Recreational $7,000.00; Capital Projects $75,662.44; Debt Service $28,783.34; Krivak Trust Fund $25,598.33. The board also approved payroll totaling $122,828.46. Each of these motions passed by unanimous vote of the three commissioners.
County Treasurer Interim Amy Bishop and Fiscal Administrator Sue Reed met with the board to provide updates on the Treasurer's Office. Following that presentation, the commissioners adopted the 2026 Board of Commissioners By-Laws "pursuant to provisions found in the County Code, the Act of August 9, 1955 (16 Purdon, Section 503 and 509 as amended)." The adoption was moved by Commissioner Randy H. Bunch and approved unanimously.
The board approved reappointments to the Bedford Fulton Joint Recreation Authority: Eric Weisbrod (term to Jan. 1, 2029), Paul Johnston (term to Jan. 6, 2030) and Greg Henry (term to Jan. 5, 2031) on a motion by Commissioner Steven L. Wible. Commissioners also approved a slate of 2026 reappointments moved by Commissioner Hervey P. Hann, including Solicitor Jim Stein (DSS Law), Chief Clerk Stacey M. Shives, Tax Claim Bureau Director Amy Bishop, Chief Assessor Melissa Gordon, Sealer of Weights & Measures (Pennsylvania Department of Agriculture), Director of Veterans' Affairs Richard Newman, and county engineers Keller Engineers and CES Engineering.
Commissioner Steven L. Wible moved to reappoint Amy Bishop as Interim County Treasurer for 2026; the motion passed unanimously.
The board designated commissioners' committee and board assignments for 2026. Notable assignments recorded in the minutes include: Permanent Salary Board (all three commissioners); Retirement Board (all three commissioners, the chief clerk and the county treasurer); Assessment Appeals Board (all three commissioners); Southern Alleghenies Planning & Development Commission (SAPDC) committee assignments split among Commissioners Bunch and Hann with Commissioner Wible as alternate; representation on regional bodies such as the Huntingdon-Bedford-Fulton Area Agency on Aging, South Central Counties Solid Waste Agency, Franklin/Fulton Drug & Alcohol Advisory Board, and the Tuscarora Managed Care Alliance (TMCA).
The board approved an RBA invoice for $7,957.31 and appointed Michael Beatty as chairman of the Farmland Agricultural Land Preservation Board for 2026. The commissioners held separate reorganizational meetings for the Salary and Retirement Boards at 9:00 a.m.; those minutes are filed separately. Commissioner Hervey P. Hann moved to adjourn the meeting at 10:37 a.m.; the motion carried unanimously.
