Geneva County approves Windy Hill subdivision, Rebuild Alabama report and budget amendment tied to Spec building sale

The Geneva County Commission on Jan. 12 approved multiple routine land- and budget-related items, including a 12-lot subdivision, the county’s FY2025 Rebuild Alabama annual report and a budget amendment tied to an anticipated sale of the Spec building.
Engineer Justin Barfield presented a minor subdivision on Windy Hill Road (intersection with County Road 4) and said the developer met the engineering office’s requirements. Commissioner Todd Brannon moved to approve the subdivision plat; Commissioner Bart Wilks seconded and the motion passed 3-0 with Commissioner Jeff Hatcher recorded as abstaining.
Barfield presented the FY2025 County Rebuild Alabama Annual Report and summarized projects and expenditures. Commissioner Jeff Hatcher moved to approve the report; Commissioner Bart Wilks seconded and the motion passed 4-0. The Engineer said the Road & Bridge department secured approximately $1,400,000 in grants in 2025 and listed completed work including 155 work orders, 2,481 miles of dirt road grading and other maintenance and signage tasks.
Chairman Toby Seay told the commission that ISA is expected to exercise an option to purchase the Spec building in March; the county would receive $430,000 from ISA and owe Wiregrass Electric $359,000 on an outstanding note. Commissioners approved a budget amendment to reflect those transactions; Commissioner Todd Brannon moved and Commissioner Jeff Hatcher seconded the amendment, which passed 4-0.
Barfield also updated commissioners on the multi-purpose arena (frame and roof complete; electrical and primer work underway), the Farm Center signage installation, progress on FEMA bridge piling work and a pending landfill sale with title insurance commitment received.
