Chairman Toby Seay read the resolution and Commissioner Todd Brannon moved to adopt it; Commissioner Jeff Hatcher seconded and the motion passed 3‑0. County Engineer Justin Barfield spoke about Carroll and thanked him for his dedication and service to the county.
The resolution was recorded in the minutes as adopted by unanimous recorded vote among the voting commissioners.
