Etowah County Commission approves consent agenda, awards road bids and adopts $1.05 million in budget changes

The Etowah County Commission approved a sweeping consent agenda at its Feb. 10 meeting that awarded road and paving contracts, completed personnel placements and promotions, authorized interagency agreements and change orders, and adopted budget amendments that together reduced the county’s fund balance by $1,054,928.
The consent motion, made by Commissioner Jamie Grant and seconded by Commissioner Tim Ramsey, passed unanimously. Items approved included the minutes of the Jan. 20 meeting, the proposed Feb. 10 agenda, and the report of financial transactions for January 2026.
The commission accepted purchasing staff recommendations to award Bid No. FY 2026-05 for traffic stripe and pavement markers to TRP Construction; Bid No. FY 2026-04 for in‑place plant mix to Vulcan Materials; and Bid No. FY 2026-03 for bituminous surface treatment to Charles E. Watts, Inc. County Engineer Robert Nail is listed as the recommending official for the road-related awards.
Personnel items approved on the consent agenda included placements in the Sheriff’s Office (Detention Deputy hires and a promotion to Captain of Detention), and promotions in the Revenue Commissioner’s office for Real Property Appraiser II positions, all listed with their effective dates and hourly rates in the meeting packet.
The commission also approved Change Orders No. 3 and No. 4 for the Northeast Alabama Regional Megasite Canoe Creek Road Infrastructure Improvements with Alabama Grading & Excavation, LLC. Change Order No. 4 added $110,913 to address poor soil conditions beneath the roadway; the final contract amount was reported as $3,879,062. Officials said Change Order No. 3 costs were covered from the project contingency.
Deputy Administrator/CFO Kevin Dollar presented a series of budget amendments affecting courthouse security, the Board of Registrars, industrial development infrastructure, various insurance allocations, Sheriff’s Office and jail reimbursements, EMA equipment and subscriptions, the coroner’s office, and the youth detention center. The packet lists detailed line‑item adjustments and shows a net decrease to Fund Balance of $1,054,928.
The consent agenda also included agreements and memoranda such as the TEK84 service agreement for an Intercept whole‑body scanner, an emergency management memorandum of agreement with the Town of Reece City, an agreement with Keet Consulting Services, LLC, and a multi‑agency memorandum of understanding for the Etowah County Drug Enforcement Unit.
The commission recessed for a work session at 9:18 a.m. and returned to open session at 9:56 a.m. The meeting adjourned at 10:06 a.m.
