Dale County Commission approves routine business, accepts EMA grant and OKs courthouse HVAC payment

The Dale County Commission on Jan. 13, 2026, approved a slate of routine business including personnel moves, travel, grant acceptance and a maintenance payment for courthouse HVAC work.
Chairman Steve McKinnon called the meeting to order at 10:00 a.m. Commissioners Donald O. Grantham (District Two), Adam Enfinger (District Three) and Frankie Wilson (District Four) were present; District One Commissioner Chris Carroll was absent. Commissioner Wilson opened with prayer and Commissioner Enfinger led the Pledge of Allegiance.
The commission unanimously approved the agenda, the Dec. 9, 2025 meeting minutes and the memorandum of warrants, which the minutes list as Accounts Payable checks 104171–104405, Payroll checks 155066–155070 and Direct Deposits 434835–435298. Commissioner Adam Enfinger made the motion to approve the agenda and minutes; Commissioner Frankie Wilson seconded.
The panel also approved personnel actions. Commissioner Frankie Wilson moved to hire Dane “Greg” Daniels as Road & Bridge supervisor and shop foreman (a combined duties/increase) and to transfer Amerist Caldwell to a custodian position in Maintenance; Commissioner Adam Enfinger seconded and the motion carried.
Travel for county staff was approved: jail employees Steve Baxley, Richard Oldham, Stormie Knight and Mary Troupe were authorized to attend the Alabama Jail Spring Conference in Orange Beach, April 28–May 1, 2026; Shelia Waller in Revenue was approved to attend the Mid‑Winter Conference in Birmingham, Feb. 8–11, 2026. The motion to approve travel passed unanimously.
On an item raised by a community representative, the commission approved a request from Susan Judah, on behalf of The Daughters of Vietnam Veterans, to upgrade the Vietnam Memorial at the government building at no cost to the county. Commissioner Donald O. Grantham moved the approval; Commissioner Frankie Wilson seconded.
The commission accepted an Alabama Emergency Management Agency subaward (CA #25CLEM) intended to reimburse part of the Certified Local Emergency Manager's salary. The subaward allocation listed in Exhibit 1 is $17,000 and includes standard reimbursement documentation and timing requirements set by the issuing agency. Commissioner Adam Enfinger moved to accept the subaward; Commissioner Donald O. Grantham seconded and the motion carried.
Commissioners approved a Capital Fund 116 maintenance payment of $17,375.52 to cover Courthouse HVAC work reflected in Comfort Systems USA invoice #40006304 (Exhibit 2). Commissioner Donald O. Grantham moved to approve the expenditure; Commissioner Adam Enfinger seconded and the commission voted unanimously to pay the invoice.
County Engineer Matt Murphy presented the FY2025 County Rebuild Alabama annual report (Exhibit 3). The report itemizes resurfacing and other road projects, funding sources and expenditures; it lists total Rebuild Alabama funds expended this fiscal year as $963,088.62 and states 94% compliance with the Rebuild Alabama Act reporting requirement cited in the document. Commissioner Adam Enfinger moved to approve the annual report; Commissioner Frankie Wilson seconded and the motion passed.
The commission also approved opening new certificates of deposit with River Bank and Synovus. Commissioner Donald O. Grantham moved the measure; Commissioner Adam Enfinger seconded.
Votes at a glance: all recorded motions at the Jan. 13 meeting carried unanimously with the four commissioners present voting aye (Chairman Steve McKinnon; Commissioners Donald O. Grantham, Adam Enfinger and Frankie Wilson); District One Commissioner Chris Carroll was absent.
