Calhoun County Commission approves license transfers, banking signatories and safety agreements; recognizes Human Trafficking Prevention Month

At its Jan. 8 meeting the Calhoun County Commission approved a cluster of administrative items including an alcohol-license transfer, bank signatory designations, equipment surplus and a series of public-safety and service agreements, and it heard a proclamation recognizing Human Trafficking Prevention Month.
County Administrator Jonathan Gaddy presented an ABC Board application for Sukhar LLC, operating as Payless Food Mart at 10346 Choccolocco Road, requesting transfer of retail-beer and retail-table-wine licenses for off-premises sales. Commissioner Shears moved to waive the second reading and approve the transfer; Commissioner Henderson seconded and the motion carried unanimously. An earlier application from Sukhar 1 LLC (Payless Liquor) at 10340 Choccolocco Road was presented as a first reading; no action was required.
The commission adopted a bank-authorization resolution naming County Administrator Jonathan Gaddy and Chairman Lee Patterson as authorized signatories on county checks effective Jan. 24, 2026. The board also declared Stationary Kettle (Asset #35184, Serial #463024091) assigned to the Sheriff’s Office as surplus and authorized its disposal.
Gaddy presented an agreement with Alabama Weather Camera Network, LLC and WxLogic, LLC to accept weather cameras intended for public-safety observation and broadcasting; the commission authorized the chairman to execute the agreement. County Engineer Rodney McCain presented the FY2025 County Rebuild Alabama Annual Report outlining project funding; the report was approved.
Gaddy also reported that the Sheriff’s Office had acquired two electric vehicles and presented an agreement with WEX Bank to permit card usage at EV charging stations; the commission authorized the chairman to execute that agreement. The commission additionally authorized an agreement with Republic Services for a dumpster rental for OneWorld Animal Control.
Chairman Terry Howell presented a proclamation to United Way representatives Jessica Smith and Pam Stak recognizing January as Human Trafficking Prevention Month. Jessica Smith thanked the commission, saying increased awareness of the issue "makes our communities safer." Sheriff Hurst told the commission his office had assigned a deputy to address community complaints and — following discussions with Chairman Howell — hired an additional deputy dedicated to litter issues, and he expressed gratitude for the commission’s funding to support that position.
During public comments resident Gary Hutchinson thanked the commission for the human-trafficking awareness effort. Jakob Williamson, director of public affairs for the Chamber, announced an evening event at Social Sinclair featuring State Senator Keith Kelley and State Representative Mark Gidley to discuss the 2026 legislative session. The meeting adjourned at 10:23 a.m.
