Calhoun County approves resolutions to abate and declare multiple public nuisances, authorizes cleanup invoice

The Calhoun County Commission on Nov. 13 approved a package of property enforcement actions, adopting 16 resolutions to proceed with public nuisance abatements, dismissing four prior nuisance findings and declaring 15 additional properties as public nuisances.
County Administrator Jonathan Gaddy introduced the recommendations from Environmental Programs Manager Kraig Mize, who asked the commission to proceed with abatements on 16 properties across Anniston, Ohatchee, Oxford and Jacksonville. Commissioner Henderson moved to adopt the resolutions, and Commissioner Shears seconded; the motion carried by a unanimous voice vote. The minutes note "16 RESOLUTIONS IN FILE."
Mize also recommended dismissal of nuisance findings on four properties (427 Hobson Ave; 115 Meadow Glen Dr; 901 W 51st St; and 50 Church St). Commissioner Patterson moved to adopt the dismissals, seconded by Commissioner Shears; that motion also passed unanimously.
The commission approved one invoice for removal costs at 322 S. Marshall Street, Anniston (owner Harold W. Winningham c/o Greg Winningham) in the amount of $8,026.00. Commissioner Shears moved to approve the invoice; Commissioner Wilson seconded and the motion carried unanimously.
Separately, Mize asked the commission to declare 15 properties as public nuisances. Ms. Isabella Dowdy appeared and said she "has recently sold the property and is no longer the owner" regarding 5912 Medders Street; Mize agreed to meet with her after the meeting to discuss ownership records. Commissioner Henderson moved to declare the properties as recommended; Commissioner Wilson seconded and the motion carried unanimously. The minutes record "15 RESOLUTIONS IN FILE."
The actions recorded are procedural resolutions authorizing abatements, dismissals and invoicing; the minutes state owners were notified of the meetings and, in most cases, no representatives attended. The commission did not detail timelines for abatement work in the minutes.
Next steps: the resolutions are filed with the clerk; Mr. Mize said he will follow up individually on the ownership question raised by Ms. Dowdy.
