Commission approves budget amendments; county hears mobile health unit and landfill grant updates

Hardeman County commissioners on Oct. 21 approved a set of budget amendments that recognized an airport grant, a county clerk refund following a comptroller report, funding for an accounting bookkeeper position, corrections to employer Medicare transfers for the sheriff's department, juvenile ankle monitoring services, final pass-through payment to Integrated Systems for 911 communications, and veteran services travel and utility costs. Commissioner Hon. Johnny Lanier moved the measure, seconded by Hon. Johnny Weems; the roll-call vote was 16 AYE, 0 NAY.
Separately, landfill staff reported the county achieved a 37% waste diversion rate—exceeding the state target of 25%—and detailed a $249,000 Waste Reduction Grant to purchase a smaller wheel loader for the recycling building, three compactors and four open-top boxes to standardize equipment at convenience centers and create bulky-item drop-off capability at sites including Pocahontas and Grand Valley. Staff raised facility concerns about the Hornsby convenience center's lack of barrier/elevation.
The Board of Education reported earning Level 5 "Great School" status with achievement gains across subjects and grades; the Jackson State dual-enrollment program now includes 71 juniors and seniors earning college credits. BOE budget amendments were presented for ACT testing/individualized education accounts and an Innovative Schools Model Grant to support CTE programs, library tech hubs and STEM equipment. The Public School Security Grant will fund concrete barriers at some entrances and implement card-access entry for staff at seven schools, standardizing security at nine schools; a state-issued $2,000 teacher bonus will be handled as a flow-through reclassification.
Lisa Beasley and Andrea Sebastian of the UT College of Nursing presented plans for a nurse-led, grant-funded mobile health unit to deliver primary and psychiatric mental health services in Hardeman and Haywood counties; the unit is expected to be delivered by next summer and staff will begin community outreach soon.
The mayor also read proclamations honoring Bolivar's bicentennial and recognizing Domestic Violence Awareness Month; the Zeta Phi Beta Sorority Mu Zeta Zeta Chapter presented $5,603.98 for tornado relief in Grand Junction and Hardeman County.
