Buffalo County approves budget amendment, transfers $500,000 to health insurance fund

The Buffalo County Board of Commissioners on Jan. 24 unanimously approved a budget amendment that raises spending authority for the county's visitor-promotion accounts and moves $500,000 from the Inheritance Tax Fund to the county Health Insurance Fund to cover unanticipated claims.
Chairperson Ivan Klein opened a public hearing on the proposed 2022–2023 amendment, saying the purpose was to adjust for unforeseen revenue and to increase budget authority for the Kearney Area Visitor’s Bureau and for higher health insurance claim costs. No members of the public spoke during the hearing, which closed at 9:52 a.m.
The board then voted to adopt the amendment. The minutes record amended disbursement figures including Visitor’s Promotion (0900) amended disbursements of $1,575,000 (up from $825,000) and Visitor’s Promotion and Improvement (0995) amended disbursements of $1,495,000. The Health Insurance Fund (1275) amended disbursements are recorded as $4,230,000, with amended revenue of $4,577,333.07. Commissioners Ronald Loeffelholz and Myron Kouba moved and seconded the motion to approve the amendment; the roll-call vote was seven "Aye" votes and the motion carried.
Immediately after the amendment approval, the board approved a separate transfer moving $500,000 from fund 2700 (Inheritance Tax Fund) to fund 1275 (Health Insurance Fund); that motion was moved by Commissioner Sherry Morrow and seconded by Commissioner Timothy Higgins and passed unanimously.
The board adjourned the meeting until its next regular session at 9:00 a.m. on Tuesday, Feb. 14, 2023.
