Buffalo County approves asbestos survey, opens public-defender bids and clears routine claims and exemptions

The Buffalo County Board of Commissioners on July 9 approved several routine administrative and procurement items.
Facilities Director Stephen Gaasch opened bids for a Public Defender addition published by Wilkins Architecture; bids were submitted by Hackel Construction, Central Contracting Corporation and DTC Duncan-Theis Construction. The Facilities Committee will review the bids and report back July 23, 2024.
After discussion, the Board accepted the proposal from Quad-C Consulting to perform an asbestos survey related to county facilities.
The Board approved a Special Designated Liquor License for B&B Research and Investments L.L.C. (DBA The Village) for an event at “The Farm,” 51460 100th Road, Shelton, Nebraska on Aug. 3, 2024.
In Board of Equalization business, the Board approved a motor vehicle tax exemption application for the Community Action Partnership of Mid-Nebraska for a 2024 Ford Ranger XL Supercrew (Commissioner Kouba recorded an abstention) and approved a motor vehicle tax exemption for the University of Nebraska Foundation for a 2020 Ford Transit. The Board also approved a Report of Destroyed Real Property (Form 425) for Kerri Taylor (parcel 601118200), approved a permissive exemption for the Kearney Area Community Foundation (parcel 603787100) with President/CEO Judy Sickler present, and approved Tax List Corrections numbered 5043–5044.
The minutes also record approval of payroll and benefits distributions and a $541.56 transfer from the General Fund to the Federal Grant Fund, all approved by roll call.
Next steps: Facilities Committee to review public defender bids and return with a recommendation at the July 23 meeting; Quad-C Consulting to begin asbestos survey work per contract acceptance; event holders to comply with license conditions.
