Planning commission reviews Chapter 2 and 3 updates to Comprehensive Plan

The Charlotte County Planning Commission on Sept. 27 reviewed proposed edits to chapters 2 and 3 of its draft Comprehensive Plan, focusing on map accuracy, facility listings and utility coverage as staff and consultants worked through a list of recommended changes.
Todd Fortune, Deputy Director of the Commonwealth Regional Council, told commissioners that an out-migration map and working-from-home data had been added to Chapter 2 and that Halifax Christian School reported it currently has no enrolled students from Charlotte County. With Chapter 2 otherwise close to complete aside from data to be provided by the Amish community, Fortune proceeded to lead a detailed review of Chapter 3.
Commissioners and staff collectively identified a set of corrections and additions intended to make Chapter 3 more accurate and locally useful. They requested that the roadway classification legend be aligned with the supporting table, and asked staff to verify the acreage reported for Charlotte State Forest. Reviewers also asked that birding and wildlife trail locations be checked and that STEPS Headstart be added to the education facilities list.
The group requested updates to several facility and service listings, including Heartland Regional Industrial Park, local healthcare providers, museums, town wells, convenience center addresses, town police listings and fire-and-rescue contacts. Participants recommended removing a reference to "blue topped cans" for recycling collection to avoid implying a single, unchanged collection system.
Commissioners asked for additional maps showing electric providers' service areas and for more detailed broadband access information and project maps to better reflect coverage gaps and ongoing infrastructure work. They also requested that fishing be explicitly incorporated in the recreational resources section and that gas-line information in the chapter be verified for accuracy. Because event schedules change frequently, the commission recommended the plan use a more general events list rather than specific, potentially transient entries.
The commission scheduled its next work session for Oct. 25 at 6:00 p.m. The Sept. 27 session was adjourned at 8:00 p.m.
