Charlotte County planning commission reviews Comprehensive Plan updates, flags buggy safety as state-level issue

The Charlotte County Planning Commission met for a work session on Oct. 25, 2022, to review revisions to the county's draft Comprehensive Plan, focusing on input from the Amish community and a series of mapping and data updates proposed for Chapter 3.
Todd Fortune, deputy director of the Commonwealth Regional Council, said the Amish had asked that the county consider a regulation requiring blinking lights on horse-drawn buggies; he told the commission such a regulation would need to be adopted at the state level and that it had been considered previously but was opposed by Amish residents in at least one county and therefore was not pursued further.
Fortune also reviewed planned edits to Chapter 3 and outlined several technical updates staff and consultants will pursue: he said he would recheck traffic-volume maps on pages 48 and 49, insert a shapefile for the state forest on Map 19, and coordinate with Timmons Group on a combined map of electric providers' service areas. Fortune said he hoped to obtain an updated fiber map from Mid-Atlantic Broadband to reflect recent changes in broadband infrastructure.
Commissioners asked staff to add greater locational detail for identified historic properties where available, expand the categories used in the agricultural summary and activities sections, and clarify the unit or measurement that corresponds to the timber-volume figure shown on page 95.
Staff scheduled the next Comprehensive Plan work session for Nov. 22, 2022, at 6:00 p.m. and then adjourned the meeting.
