Fluvanna supervisors approve bylaws changes, order noise ordinance review and OK rezoning request

At its Feb. 18 meeting the Fluvanna County Board of Supervisors unanimously approved amendments to its bylaws that limit town-hall attendance by board members and set presentation deadlines, authorized the Planning Commission to review the noise ordinance by June 30, and approved a rezoning request for 7 acres to R-1. The consent agenda and several procedural motions also passed.
The Fluvanna County Board of Supervisors on Feb. 18 approved a set of procedural changes to its 2026 Bylaws and Rules of Practice and Procedure, authorized a Planning Commission review of the county’s Noise Ordinance, and approved a rezoning request for a 7-acre parcel.
County Attorney Dan Whitten presented proposed bylaw changes that clarify that no more than two board members may attend any single town hall or community engagement event, set deadlines for applicant and staff presentation materials to be included in Board packets (applicant materials due by the close of business on the Wednesday before a meeting; staff materials due by the close of business on the Tuesday of meeting week), and formalize the order of business for zoning public hearings and deferred items. The amendments were approved unanimously.
The Board also authorized the Planning Commission to review Chapter 15.2 (the Noise Ordinance) and return recommendations by June 30, 2026. The motion to refer the ordinance to the Planning Commission passed 5-0.
In a separate agenda item, Senior Planner Jason Overstreet presented ZMP 25:05, a request from Kevin and Ashley Wright to rezone approximately 7 acres from A-1 (Agricultural) to R-1 (Residential, Limited) to allow creation of two two-acre lots. Chair Anthony P. O’Brien opened and immediately closed the public hearing after no one spoke, and the Board approved the rezoning 5-0.
The Board approved the consent agenda by unanimous vote; items included minutes of Feb. 4, 2026; a revised budget calendar; FCPS school snow removal; and two VACorp vehicle insurance claims for sheriff’s department vehicles.
The meeting recessed into a closed session at 8:09 PM under Virginia Code §2.2-3711(A)(8) for legal advice on the Valley Link Transmission Line Project and health, safety, and general welfare impacts from Project Expedition; the Board reconvened at 10:48 PM and certified the closed session as required by statute. The board later voted to extend the meeting and then adjourned at 10:49 PM.
