Commissioner Hann alleges possible bias in hiring; board approves two per‑diem hires and a Prothonotary hire

"We are moving to hire two Per Diem employees which will allow us to have help when needed instead of hiring individuals to be employed everyday, even when they are not needed. Myself, Commissioner Wible and HR Administrator Mary Huston interviewed for these positions and believe that someone is not hired because of who they are. We also believe that we do not, not, hire a person who is an excellent candidate because of who they are," Hann read.
Following that statement, Commissioner Hann moved to hire two per‑diem employees, naming Stephanie Seibert and Nya Minnier; the motion carried with Commissioner Randy H. Bunch recorded as abstaining due to a conflict of interest. The hires are to be used on an "as needed" basis across county departments, and employment is contingent on standard clearances.
Separately, Commissioner Steven L. Wible moved to hire Joanie Faith as a full‑time Office Deputy I in the Prothonotary's Office, effective Dec. 1, 2025; the board approved that hire unanimously. A brief Salary Board meeting immediately set hourly wages for the new hires; separate Salary Board minutes are on file.
