Fulton County commissioners approve HR manual changes, reappointments and a series of administrative items

The Fulton County Board of Commissioners on Nov. 25 approved a package of administrative and routine items, including changes to the county HR manual, reappointments, vendor payments and grant applications.
Commissioners met with HR Administrator Mary Huston to review proposed edits to Section 212 of the HR manual (Employee Benefits). Commissioner Steven L. Wible moved to accept Huston’s proposal to amend Section 212; the motion carried with all in favor.
The board approved reappointment letters for Gene Mellott and Mark Knepper to the Conservation District and retroactively approved Chief Clerk Stacey M. Shives’s electronic signature on Krivak Trust signatory documents related to the Treasurer’s office transition. Commissioners also retroactively approved a travel request submitted by Shives for a PCHIPC membership meeting held Nov. 14, 2025.
The board opened a bid process for 119 North Second Street in McConnellsburg at 9:00 a.m.; no bids were received. Commissioners approved a request from the Fulton County Association of Township Officials to plant a commemorative tree on the courthouse lawn as part of America250PA activities.
The board approved routine vendor payments and administrative authorizations: ePayment Now dog license receipts ($2,363.50), a William Penn Printing invoice ($4,487.70), an Elect IT Solutions invoice for December IT staffing and support ($9,854.00) and a HART license and support invoice ($11,815.00). Commissioners authorized Interim Treasurer Amy Bishop to obtain a county credit card and approved a CCAP PCoRP final installment contribution of $45,442 toward a total contribution of $151,474. The board also approved a 2025 Wellness Improvement Program grant application requesting $1,769.60 to reimburse drinking water ($393.75) and purchase an automated external defibrillator ($1,376.25) for a newly purchased county building at 101 Lincoln Way West in McConnellsburg.
Separate minutes are on file for a Safety Committee meeting and an Election Board meeting held during the same day. The board adjourned at 11:45 a.m.
