Fulton County commissioners adopt 2026 bylaws, confirm appointments and approve $229,387 in payables

Commissioner Randy H. Bunch called the meeting to order. After opening remarks and the Pledge of Allegiance, the board approved the Dec. 30, 2025 commissioners' meeting minutes and the Dec. 30, 2025 Salary Board minutes on motions by Commissioner Steven L. Wible.
The board approved accounts payable dated Jan. 6, 2026, totaling $229,387.17 on a motion by Commissioner Hervey P. Hann. The minutes list fund-level allocations included in that total: General Fund $53,157.03; Capital Projects $75,662.44; and other funds (Liquid Fuels; Independent Living; SFC Evidence Based Practice; Law Library; 911; Act 13 Marcellus Shale Recreational; Debt Service; Krivak Trust Fund). The board also approved payroll in the amount of $122,828.46.
Interim County Treasurer Amy Bishop and Fiscal Administrator Sue Reed met with the commissioners to provide updates for the Treasurer's Office; the minutes record the meeting but do not summarize the updates.
On procedural business, Commissioner Bunch moved to adopt the Board of Commissioners' 2026 bylaws, citing the Act of Aug. 9, 1955 (16 Purdon, Sections 503 and 509, as amended). The motion carried unanimously.
The board handled a series of appointments and reappointments. Commissioner Wible moved to reappoint three members to the Bedford Fulton Joint Recreation Authority for staggered terms: Eric Weisbrod (term to Jan. 1, 2029), Paul Johnston (term to Jan. 6, 2030) and Greg Henry (term to Jan. 5, 2031). Commissioner Hann moved to make a set of reappointments for 2026 that the minutes list as: Solicitor Jim Stein & DSS Law; Chief Clerk Stacey M. Shives; Tax Claim Bureau Director and Interim County Treasurer Amy Bishop; Chief Assessor Melissa Gordon; Sealer of Weights & Measures (Pennsylvania Department of Agriculture); Director of Veterans' Affairs Richard Newman; County engineers Keller Engineers and CES Engineering. The motions carried unanimously.
Commissioner Wible moved to reappoint Amy Bishop as Interim County Treasurer for 2026. Commissioner Bunch moved to designate the board's committee and board assignments for the year, including membership on the Permanent Salary Board, the County Treasurer Retirement Board, the Assessment Appeals Board, the County Records Improvement Committee and multiple regional agencies and commissions; both motions carried with all commissioners voting in favor.
The commissioners approved an RBA invoice for $7,957.31 on a motion by Commissioner Hann and appointed Michael Beatty as chairman of the Farmland Agricultural Land Preservation Board for 2026 on a motion by Commissioner Bunch. The minutes note that the commissioners held separate reorganizational meetings for the Salary and Retirement Boards at 9:00 a.m.; separate minutes are on file.
