Fulton County commissioners approve hiring, invoices, veteran burial benefit and property listing in routine business

During its Jan. 13 meeting the Fulton County Board of Commissioners approved hiring Angie Horton as Enforcement Officer 1, paid multiple invoices including a $45,442 CCAP PCoRP installment and an $8,598 SAP&DC invoice, approved burial expenses for veteran Floyd G. McGinnis payable to Janet McGinnis, revised the LERTA inspection language, renewed ASPIRE two-factor authentication, and accepted Ronald Richards as real estate agent for county property at 119 N. 2nd Street at a 3% commission.
Fulton County commissioners moved through a slate of routine administrative items and personnel actions on Jan. 13, approving hires, invoices, a veteran burial payment and a real-estate appointment.
Domestic Relations Director Tina Gress requested permission to fill a vacant "Enforcement Officer 1" position; Commissioner Randy H. Bunch moved to hire Angie Horton for the union position effective Jan. 26, 2026. The board held a separate Salary Board meeting to set Horton’s salary per the collective bargaining agreement (separate minutes are on file).
The board approved accounts payable dated Jan. 13, 2026 totaling $135,622.38 with fund-level detail recorded in the minutes (General Fund $66,644.09; Capital Projects $64,720.44; 911 fund $3,874.57; Domestic Relations $291.06; SFC Technology Grant $92.22).
Other routine approvals included a CCAP PCoRP invoice (2nd installment) for $45,442 and a SAP&DC invoice for local county/transportation support of $8,598. Commissioners also approved a renewal quote for ASPIRE two-factor authentication (submitted by Elect IT's Rick Grissinger) and revised the LERTA application language to read "Inspection by Zoning Officer or Fulton County Planning." The board approved an Application for Burial Expenses for veteran Floyd G. McGinnis (U.S. Air Force, 1964–1968) with payment to surviving spouse Janet McGinnis.
Finally, the board accepted Ronald Richards as the real estate agent for the county-owned property at 119 N. 2nd Street in McConnellsburg at a 3% sales commission. The meeting adjourned at 11:33 a.m.
