Buffalo County reorganizes leadership, ratifies contracts and approves routine business

At its Jan. 9 reorganization meeting the Buffalo County Board of Commissioners elected Ivan Klein as chair and Sherry Morrow as vice chair, confirmed committee and agency appointments, continued an inmate communications contract with ViaPath, approved two highway pickups at state bid price and carried other routine financial and Board of Equalization items.
The Buffalo County Board of Commissioners reorganized its leadership and handled routine county business during its Jan. 9 meeting in the Buffalo County Board Room.
Commissioner Daniel Lynch nominated Ivan H. Klein for board chair and Sherry Morrow was nominated for vice chair; both were elected by unanimous ballot of members present (Klein: Aye — Lynch, Morrow, Kouba, Loeffelholz, Maendele, Klein; Morrow: Aye — Loeffelholz, Maendele, Kouba, Lynch, Morrow, Klein). Commissioner Timothy Higgins was absent for both votes.
Chairperson Klein announced committee and agency appointments for 2024, naming members and chairs for bodies that include the Airport Zoning Board, the Buffalo County Economic Development Council, and the Information Technology Committee. The board also approved a list of authorized depositories for county monies and authorized County Treasurer Brenda Rohrich to invest county funds at those institutions.
The board ratified payroll claims processed Dec. 29, 2023, approved an amended purchase agreement adding a previously omitted lot number, and approved an early claim submitted by the county clerk. It accepted the Clerk of the District Court’s December report and the Treasurer’s December 2023 Fund Balance Report, and accepted the November 2023 RYDE report from the Community Action Partnership of Mid-Nebraska.
The board approved a one-year continuation of the inmate telephone and communication systems contract with ViaPath under the terms of the original 2021 contract. It also re-appointed several county officials for 2024, including John Maul as Highway Superintendent, Bret Stubbs as Weed Superintendent and Lisa Poff as Election Commissioner.
As part of Highway Department business, the board approved purchase of two 2024 Chevrolet Silverado 1500 pickups from Husker Auto Group at the state bid price of $47,899 each. The board also voted to write off a $145.55 uncollectable account for Tyler Bovenzi.
The commissioners recessed and convened as the Board of Equalization, where they approved motor vehicle tax-exemption renewals for Christian Fellowship (2018 Ford Transit 350), First United Methodist Church of Kearney (multiple vans) and New Life Assembly (2012 Ford shuttle). The Board of Equalization also approved Tax List Corrections numbered 4996 through 5008 before adjourning and returning to the regular meeting.
Chairperson Klein opened a Citizens Forum; no members of the public addressed the board. The meeting adjourned at 2:08 P.M.; the next regular meeting was scheduled for Tuesday, Jan. 23, 2024, at 9:00 A.M.
