Buffalo County refers proposed solar zoning amendment for large AGR‑2 parcels to planning commission

A proposed zoning amendment to allow Personal Use Solar Energy Systems on parcels of 10 acres or greater in the Agricultural–Residential 2 (AGR-2) district was presented to the Buffalo County Board on Nov. 25, 2025.
Zoning Administrator Dennise Daniels introduced the proposal and the board voted to refer the amendment to the Planning & Zoning Commission for further review, study and recommendation. The motion to refer was made by Commissioner Bill Maendele and seconded by Commissioner Daniel Lynch; the minutes record the vote as unanimous.
The minutes do not include the full text of the proposed ordinance or any detailed analysis of setbacks, arrays, permitting fees, or interconnection requirements; they record only that the board referred the matter for Planning & Zoning review. The Planning & Zoning Commission will study the amendment and return a recommendation to the board in a future meeting.
