Fulton County approves $230,699.51 state grant for 911 projects; approves BFJRA charter changes and appoints member

McConnellsburg, Pa. — Fulton County commissioners on Dec. 30 approved a State Interconnectivity Grant of $230,699.51 to support a suite of maintenance and upgrade projects for regional and county 911 systems and approved two amendments to the Bedford Fulton Joint Recreational Authority's articles of incorporation, plus a one-year appointment to the authority.
EMA/911 Director Brian Barton presented the grant to the commissioners and described the intended uses: SouthCentral Mountain computer-aided dispatch (CAD) maintenance; SouthCentral Mountain CHE maintenance; SouthCentral Mountain ESInet maintenance; Fulton NG911 GIS maintenance; a SouthCentral Mountain battery upgrade; and Fulton ILEC maintenance. On a motion by Commissioner Steven L. Wible the board approved and executed the State Interconnectivity Grant in the amount of $230,699.51; the motion carried unanimously.
The board also met with Matthew Wakefield, Paul Johnston and Eric Weisbrod of the Bedford Fulton Joint Recreational Authority to consider two authority-initiated amendments. On motions by Commissioner Wible the board approved Resolution 9 of 2025, amending the authority's articles of incorporation to increase the number of board members, and Resolution 10 of 2025, amending the articles to authorize the authority to appoint police officers with the same property-related policing rights as other Commonwealth police officers. The commissioners then approved appointing Craig Cutchall to a one-year term on the authority, expiring Jan. 3, 2027.
Other routine business at the meeting included approval of Planning Commission meeting dates for FY2026 (presented by Justin Evans) and the hiring of Troy Wagaman as a Per Diem 911 Dispatcher, pending required clearances (motion by Commissioner Hervey P. Hann). A brief Salary Board meeting set Wagaman's salary. The board later entered and exited an executive session for personnel matters and adjourned.
