Fulton County commissioners reorganize, adopt bylaws, approve $229,387 in payables and several reappointments

The Fulton County Board of Commissioners convened for its annual reorganization meeting on Jan. 6, 2026, adopting board bylaws, approving county expenditures and confirming a slate of reappointments and committee assignments.
Commissioner Randy H. Bunch called the meeting to order. Commissioners approved the Dec. 30, 2025 Commissioners' Meeting Minutes and the Dec. 30, 2025 Salary Board Minutes on motions by Commissioner Steven L. Wible. No public comment was recorded.
The board approved account payables dated Jan. 6, 2026, totaling $229,387.17. Commissioner Hervey P. Hann moved the approval, which carried unanimously. The minutes list a fund-level breakdown for those payables, including $53,157.03 to the General Fund, $75,662.44 to Capital Projects, $28,783.34 to Debt Service and allocations to several smaller funds (detailed in the minutes). The board also approved payroll in the amount of $122,828.46.
Interim County Treasurer Amy Bishop and Fiscal Administrator Sue Reed met with the commissioners to provide updates for the Treasurer's Office (the minutes do not provide detailed content of that update). Commissioner Bunch moved to adopt the 2026 Board of Commissioners bylaws pursuant to the Act of Aug. 9, 1955 (16 Purdon, Sections 503 and 509, as amended); the motion passed unanimously.
Commissioner Wible moved to reappoint members to the Bedford Fulton Joint Recreation Authority: Eric Weisbrod (term to expire Jan. 1, 2029), Paul Johnston (term to expire Jan. 6, 2030) and Greg Henry (term to expire Jan. 5, 2031). The board also confirmed or reappointed county officials for 2026, including Solicitor Jim Stein & DSS Law, Chief Clerk Stacey M. Shives, Chief Assessor Melissa Gordon, Tax Claim Bureau Director Amy Bishop, Director of Veterans' Affairs Richard Newman, and county engineers Keller Engineers and CES Engineering.
On motion by Commissioner Wible, the board reappointed Amy Bishop as Interim County Treasurer for 2026. Commissioners also designated committee and board assignments for the year, assigning members to internal and external boards and committees such as the Permanent Salary Board, County Treasurer Retirement Board, Assessment Appeals Board, Southern Alleghenies Planning & Development Commission committees, and various advisory and grant boards. The meeting minutes list assignments and alternates for each board.
Commissioner Hann moved to approve an RBA invoice for $7,957.31, which was approved. Commissioner Bunch moved to appoint Michael Beatty as chairman of the Farmland Agricultural Land Preservation Board for 2026; that motion also passed unanimously. Separate annual reorganizational meetings for the Salary and Retirement Boards were held at 9:00 a.m.; separate minutes are on file. The commissioners adjourned at 10:37 a.m.
