Hudson County delays $400,000 Credible Messengers contract; commissioners request full proposals and physical copies

Commissioner William O'Dea said he wanted to carry the item "to the next agenda because I had requested the full proposal," citing prior concerns about the former provider and a need to ensure people who had acted as whistleblowers and program staff would be included in any new contract teams. "If those whistleblowers are not part of whoever the new provider is, then I'm going to strongly oppose that," O'Dea said. He and Commissioner Albert Cifelli said they would move and second, respectively, to carry the item and receive the proposals.
Board staff said all proposals were posted on the Commissioners' portal, but several commissioners requested a physical copy. The Clerk recorded roll-call votes in favor of carrying the item; the Clerk later confirmed the next public meeting date to which it would be carried.
Why it matters: the Credible Messengers program is a county-funded community intervention program. Commissioners cited procurement transparency and the program's operational continuity as reasons to review the full proposals in advance of a final award vote.
Vote and next steps: the motion to move Resolution No. 14 to the next public meeting passed in a roll-call vote. Commissioners Aponte-Lipski, Baselice, Cedeño, Cifelli, Kopacz, O'Dea, Rodriguez, Walker and Chairman Romano voted in favor. Commissioners asked County staff to provide physical copies of proposer submissions ahead of the next public meeting (clerk indicated the next public meeting would be Oct. 23). The Board will re-consider the award after members have had time to review the submitted materials and counsel has addressed any procurement or fairness concerns.
