The Miami City Commission voted Nov. 20 to authorize $7.5 million in in‑kind city services to support FIFA World Cup activations, including public safety, sanitation and code enforcement presence for Fan Fest and related events.
City Manager and host‑committee representatives said the figure represents the city’s best estimate of the staffing and service levels required and that an existing federal reimbursement program administered through Homeland Security will likely cover 80–90% of eligible public safety costs if the city applies for the grant funds.
“These are services the city would be providing anyway to keep events safe,” the manager said, adding that the city has negotiated mechanisms to prioritize small and minority‑owned businesses for event participation.
Commissioner Rosato (speaker 17) voted no, saying he could not support the commitment in light of pressing local needs and the perception of corporate welfare. “I can’t in good conscience vote for this,” he said, citing food and housing insecurity observed during neighborhood outreach. Other commissioners emphasized the economic benefits—estimated in staff materials at roughly $920 million regionally—and the potential to funnel business to local small firms and neighborhood activations, including viewings in Little Haiti and other parks.
The motion to approve RE18 passed 3‑1. Staff will proceed with the activation plans and pursue grant reimbursement where eligible.
