Miami defers bike master plan to allow wider community review

The Miami City Commission on Nov. 20 deferred consideration of the city’s updated bike master plan after commissioners and community advocates asked for broader public engagement and clearer implementation steps.
Transit and cycling advocates, including Katia Santos of Transit Alliance Miami and dozens of residents who testified at the meeting, urged commissioners to adopt the plan and a short set of high‑priority projects and policy guidelines. “Miami is one of the most unsafe places in the country to be a cyclist,” Santos said, urging adoption with amendments and stronger implementation plans.
Commissioners backed a request from the bicycling community to identify 10 high‑priority projects that can be completed in five years, create policy implementation guidelines developed with the cycling community, and commit to a five‑year progress review. Commissioner Rosato and others additionally requested a Downtown Development Authority briefing and an in‑chambers public meeting with a virtual option to maximize participation.
The commission voted to defer the item to the second meeting in January (Jan. 22) so staff can incorporate the requested engagement and technical clarifications.
Advocates said the deferment will create time to build consensus on prioritized projects, while some commissioners stressed the need to avoid traffic impacts and to identify funding for implementation.
