Buffalo County commissioners approve transfers to cover 2024–25 budget shortages

Board Administrator Lynn Martin presented the amendment, saying multiple county departments exceeded their approved budgets for the 2024–2025 fiscal year and required transfers to balance accounts before the fiscal year closes June 30, 2025. The board voted to amend and adopt the resolution.
Commissioner Ronald Loeffelholz moved to amend and adopt Resolution 2025-39A; Commissioner Timothy Higgins seconded the motion. On roll call Loeffelholz, Higgins, Myron Kouba and Vice-Chairperson Bill D. Maendele voted "Aye." Commissioners Ivan Klein, Daniel Lynch and Sherry Morrow were recorded as absent. The motion carried.
The resolution directs the following transfers from the General Miscellaneous budget: $25,000 to the County Court budget, $1,000 to the Institutions budget, $62,000 to Building and Grounds, and $155,000 to the Jail. The document presented at the meeting states these transfers are intended to balance the county's books for the fiscal year ending June 30, 2025.
Vice-Chairperson Maendele announced that a copy of the Nebraska Open Meetings Act (Section 84-1412) was available in the board room and confirmed that notice of the emergency meeting was posted on the Buffalo County website and public bulletin boards. County Clerk Heather A. Christensen recorded the proceedings; County Attorney Shawn Eatherton was present.
Maendele opened a Citizens' Forum; no members of the public addressed the board. The emergency meeting was then adjourned, with the board scheduled to meet next at 9:00 A.M. on Tuesday, July 8, 2025.
