Staff reports: CPV County Line Solar approved; battery-storage zoning amendment under review

County staff updated the Charlotte County Planning Commission on April 18 about recent planning and development activity involving utility-scale and distributed solar projects and a proposed battery-storage zoning-text amendment.
Monica Elder, assistant county administrator, said the Board of Supervisors has approved the CPV County Line Solar project and that the Courthouse solar site plan remained under county review. Lavender Solar anticipates having its historical resource study and survey available in time for the commission's May meeting. Staff also said they expect additional solar applications to be filed soon and confirmed that a zoning text amendment application addressing battery storage has been received and is under staff review.
Elder also briefed commissioners that the Board approved the county's new comprehensive plan on April 10; staff changes at the Commonwealth Regional Council were noted as part of routine administrative updates. Commissioners did not take action on the solar or battery-storage items at this meeting; staff indicated the items were in the review pipeline and additional documentation or studies (for example, Lavender Solar's historical resource materials) may be presented at a future meeting.
