Union County approves several NMFA amendments, budget adjustments and other resolutions

Union County commissioners approved a package of administrative and financial measures at their June 11 meeting, including amendments to agreements with the New Mexico Finance Authority, multiple budget adjustments, and a resolution opposing a proposed national monument designation.
On separate motions (each moved by Commissioner W. Carr Vincent and seconded by Commissioner Lloyd 'Red' Miller), the board approved Resolutions 2024-41, 2024-42 and 2024-43 authorizing execution and delivery of amendment agreements with the New Mexico Finance Authority (NMFA PPRF-3145, PPRF-3384 and PPRF-4931). The board then approved Resolution 2024-44 adopting FY25 per diem and mileage rates under NMSA 1978, Section 10-8-4, followed by Resolution 2024-45 (BAR agency funds budget increases across several county and school accounts) and Resolution 2024-46 (DWI fund budget increase). Each motion passed by unanimous vote.
The board also approved Resolution 2024-47 expressing support for Luna County’s opposition to the proposed designation of the Mimbres Peak National Monument; the transcript spells the title inconsistently, and this article uses the corrected standard spelling "Mimbres Peak National Monument." Additionally, commissioners approved disposition of several road-department inventory items, including older fire trucks and an International water truck.
Financial housekeeping included approval of bills totaling $301,718.25, with the board authorizing the county manager to pay bills presented through the end of June. Manager Brandy Thompson reported $17,625.13 in ARPA funds remained unencumbered and asked department heads to propose uses for those funds at the next meeting. Thompson also briefed the board on the budget submission to the New Mexico Department of Finance and Administration and presented the ICIP list; lobbyist Kathy Elliot offered suggestions for future projects.
An executive session on limited personnel matters was held at 12:25 p.m. pursuant to NMSA 1978, Section 10-15-1(H)(2). The board reconvened at 12:44 p.m., affirmed the scope of the closed-session discussion and reported no action was taken.
Next steps: the board will consider ICIP project requests and ARPA funding suggestions at future meetings; budget approval remains subject to DFA action.
