The Hancock County Board voted unanimously Oct. 30 to approve a provisional budget that includes a 1% increase in the property tax levy. The special meeting was held at the county courthouse in Carthage and was called to order by Chairman Mark Menn.
County Clerk Holly A. Wilde-Tillman led the Pledge of Allegiance and recorded roll call before the board took up the provisional budget. County board member Harry Douglas moved to approve the provisional budget; Joe Boyles seconded the motion. Board members held a short discussion about several line items before taking a roll call vote. The motion carried with all members present voting yes.
The board noted the levy this year represents a 1% rise from last year. Committee member Steve Lucie praised the finance committee’s work and singled out Wayne Bollin for his leadership, saying, “I think we did the best we could with the tax payer’s money.” Chairman Mark Menn said that maintaining levy increases below 5% over the past five years “says a lot,” and contrasted Hancock County’s fiscal posture with that of a neighboring county he described as being in financial restraints.
Mark Hanson was recorded as arriving at 8:19 a.m. Following the budget vote, Michelle Merritt moved to recess; Ryan Weeks seconded. All members present voted aye and the meeting adjourned at 8:21 a.m. The minutes were submitted by County Clerk Holly A. Wilde-Tillman.
The provisional budget approved at this special session takes effect as the county prepares its next formal budget process; the transcript does not specify line-item amounts beyond the levy percentage or a schedule for final adoption.
