Moody City Council ratifies $250,000 grant match, approves storm-shelter contracts and routine purchases

The Moody City Council unanimously approved a series of budgeted actions at its Feb. 9, 2026 meeting, including ratifying a $250,000 city match to a $5,000,000 Build Grant for the Hwy 411 project and moving forward with capital work and a construction contract for a new storm shelter.
Council Member Matt Morris asked the council to ratify a Feb. 5 decision committing the city to a $250,000 match for the federal/state Build Grant for the Hwy 411 project; Council Member Ellis Key moved the ratification and Council Member Chad Williams seconded. The motion carried by unanimous vote.
On the storm shelter project, the council approved a capital budget request not to exceed $71,000 for site work — including site preparation, grading, ADA parking and sidewalks — with O'cet, Inc. and BrysonCo, Inc. identified as site-work vendors. The council also accepted a construction bid from Aqua Marine Enterprises, Inc. for $164,670 to build the shelter at the corner of Acmar Road and Colgate Road. Council Member Matt Morris introduced both items; motions to approve were carried unanimously.
The council also approved several routine, budgeted departmental purchases and personnel actions that appeared on the consent agenda: a Kenwood handheld radio for the Moody Police Department ($2,900), ammunition ($3,450), authorization to send two officers to Justice Academy training in South Carolina April 20–24 ($1,200), and permission to advertise and hire a 29-hour-per-week part-time administrative assistant for the police department. Fire Department maintenance was approved for annual ladder inspection and lubrication on Truck 4 with SEMS ($1,794.90). Park and Recreation received approval to repair a walking-track light with Poe Electric ($824). The Civic Center subscription to RecDesk was renewed ($5,181.75) and the library was approved to purchase OverDrive Advantage content credit for $750. Public Works approved a new ice maker for the shop ($3,953.58). All of these motions were made and seconded by council members as recorded in the minutes and carried by unanimous vote.
The council also approved a referral from the Public Inspections Department: the Moody Planning Commission will review AG zoning and forward findings and any request to the City Council.
