Kiwanis donates $1,000 for Splash Park repairs; city manager updates projects and hires

During the public forum portion of Tuesday’s Belgrade City Council meeting, Jay Whitware identified himself and told the council that the Kiwanis Club of Belgrade planned to donate $1,000 toward repairs at the Splash Park and asked to present a check to the mayor.
"I have a check for 1000 dollars, from the Kiwanis Club of Belgrade and I would like to present that to the mayor," Whitware said. Mayor Russell C. Nelson and staff accepted the donation and thanked the Kiwanis Club for the contribution.
Later in the meeting City Manager Mr. Cardwell briefed the council on several administrative items: progress on the city’s purchase of the Grama elevator (with a remaining issue related to property on the BNSF side), authorization for the city manager to sign an asbestos‑abatement contract for the Belgrade Justice Center (work expected to start the next morning and finish by year end), and responses to the RFPQ for a potential contractor for the Justice Center — "I believe it was 6 or 7 respondents," Cardwell said — with staff planning to shortlist up to four firms for final interviews.
Cardwell also announced a new communications manager, Whitney Burns, will begin on Nov. 10. He thanked Chief Witwer and the Kiwanis Club for the donation and said staff would appropriately acknowledge the gift.
Separately, council members noted local events including a retirement reception and the city’s trunk-or-treat, and discussed a damaged decorative pole on Jackrabbit Avenue that may involve the Montana Department of Transportation in repairs.
The meeting closed after routine consent and staff reports.
