Fulton County commissioners adopt 2026 bylaws, approve $229,387 in payables and make multiple reappointments

Commissioner Randy H. Bunch, chairman of the Fulton County Board of Commissioners, called the Jan. 6 reorganizational meeting to order at 8:30 a.m. The session opened with a prayer and the Pledge of Allegiance; no members of the public offered comment.
The board approved routine minutes and financial measures early in the meeting. Commissioner Steven L. Wible moved to approve the Dec. 30, 2025 commissioners' meeting minutes and the Dec. 30, 2025 Salary Board minutes; both motions passed "all in favor." Commissioner Hervey P. Hann moved to approve account payables dated Jan. 6, 2026, totaling $229,387.17 and later moved to approve payroll totaling $122,828.46; both motions were approved unanimously.
The Jan. 6 accounts-payable listing shows a fund-by-fund breakdown included in the minutes: General Fund $53,157.03; Liquid Fuels $13.41; Independent Living $12,558.01; SFC Evidence Based Practice $12,650.30; Law Library $2,637.72; 911 $11,326.59; Act 13 Marcellus Shale Recreational $7,000.00; Capital Projects $75,662.44; Debt Service $28,783.34; Krivak Trust Fund $25,598.33, totaling $229,387.17.
Commissioner Bunch moved to adopt the board's 2026 bylaws pursuant to provisions cited in the County Code and the Act of Aug. 9, 1955 (16 Purdon, Sections 503 and 509, as amended). The board approved the bylaws unanimously.
The commissioners recorded a slate of reappointments for 2026. Commissioner Wible moved to reappoint members to the Bedford Fulton Joint Recreation Authority: Eric Weisbrod (term to expire Jan. 1, 2029), Paul Johnston (term to expire Jan. 6, 2030) and Greg Henry (term to expire Jan. 5, 2031). Commissioner Hervey P. Hann moved to reappoint county officers and contractors, including Solicitor Jim Stein & DSS Law; Chief Clerk Stacey M. Shives; Tax Claim Bureau Director Amy Bishop; Chief Assessor Melissa Gordon; Director of Veterans' Affairs Richard Newman; and county engineers Keller Engineers and CES Engineering. Commissioner Wible moved to reappoint Amy Bishop as Interim County Treasurer for 2026; that motion passed.
Commissioner Bunch moved to designate 2026 committee and board assignments, recording which commissioners would represent Fulton County on standing bodies and intercounty agencies such as the Southern Alleghenies Planning & Development Commission, Fulton County Industrial Development Authority, Franklin/Fulton Drug & Alcohol Advisory Board and others. The minutes record specific assignments and alternate members for many boards.
The board approved an RBA invoice for $7,957.31 on a motion by Commissioner Hann. Commissioner Bunch moved to appoint Michael Beatty as chairman of the Farmland Agricultural Land Preservation Board for 2026; the appointment was approved.
The commissioners held separate reorganizational meetings for the Salary and Retirement Boards at 9:00 a.m., with separate minutes on file. Commissioner Hann moved to adjourn the public meeting at 10:37 a.m.; the motion carried.
