Murray County approves routine consent items, equipment up-fit, septic incentive and design contract; sets tax-abatement hearing

At its July 15 meeting in Slayton, the Murray County Board of Commissioners moved through several routine and project-related approvals.
The board approved the consent agenda, which included July 1 meeting minutes and commissioner warrants dated July 15 totaling $271,425.69 (checks numbered 177595 through 177661); the motion was moved by Commissioner Jackie Meier and seconded by Commissioner Roger Zins. The board also authorized going into a closed session under Minn. Stat. §13D.05, subd. 3(b) and, following that closed session, approved a negotiated settlement with MnDOT related to CD 11/State Highway 30 and authorized the Board Chair to sign the agreement (motion moved by Jackie Meier, seconded by Roger Zins).
Other approvals included payment of ditch bills (motion by Roger Zins, seconded by Mark Carlson) and adoption of the ditch inspection report noting petitions 2025-019 through 2025-024. The board approved upfitting a third new squad car from Emergency Automotive Technologies for $11,991.64 (motion moved by Loy Woelber, seconded by Roger Zins), and recommended approval of a Des Moines River Watershed SSTS incentive payment to Chris and BrookeLynn Halbur for installation of a replacement septic system; the Halbur property legal description and PINs were recorded in the minutes.
The board set a public hearing for August 5, 2025, at 9:00 a.m. for a Murray County Home Initiative Tax Abatement for the property at 2341 111th Street, Avoca, MN (motion moved by Roger Zins, seconded by Jackie Meier). The board also approved Widseth’s professional design services proposal for Phase II of the highway department buildout with a total proposed fee of $143,165.00 (motion moved by Roger Zins, seconded by Mark Carlson).
Commissioners concluded with committee reports covering recent meetings and tours. The meeting adjourned at 10:54 a.m.; County Administrator Carolyn McDonald and Board Chair Dennis Welgraven attested to the minutes.
