Board approves two ditch repair petitions and schedules follow-up on delayed engineering projects

On a motion by Commissioner Mark Carlson, seconded by Commissioner Roger Zins, the board approved payment for Rinke Noonan ($200 retainer) and approved repairs and improvements associated with Petition 2025-037 (CD 21, Ellsborough Township) and Petition 2025-038 (CD 89, Holly Township); motions passed (tallies not specified).
Staff reported several ditch engineering projects that had expected progress this year have seen little movement. The delayed projects include the CD 41 improvement (awaiting bid information, last discussed July 22, 2025), CD 20 culvert replacement (plans completed), JD 14 ditch bank stabilization (plans prepared), and an engineering review for JD 27 with Ducks Unlimited that had been expected since June 17, 2025. Travis Smith will consult other firms and then return to Bolton & Menk to determine reasons for delay and next steps.
The board did not take further formal action beyond approval of the listed bills and petitions; staff were directed to continue follow‑up on the stalled engineering work.
