Murray County accepts EMPG funds and plans to revive Mutual Aid Association after FEMA appeal award

The board accepted a 2024 Emergency Management Performance Grant (EMPG) award and authorized county officials to sign grant documents. Staff reported that a FEMA eligibility appeal for a 2024 disaster, which had questioned drainage-authority eligibility, was successful and resulted in about $63,000 awarded to the county.
Commissioner Mark Carlson moved to accept the EMPG, which provides federal funds to support local emergency management planning, training and response activities; the potential EMPG award discussed at the meeting was about $14,140. The board authorized the county chair and designated staff to execute the grant agreement and related documents.
Chair Dennis Welgraven invited Carl Nyquist to speak about the Mutual Aid Association that links area fire departments, EMS and law enforcement. Nyquist said volunteerism has been low in recent years and that he will work during 2026 to revive the association, increase volunteer recruitment and reengage joint training and community projects. The board discussed the challenge of sustaining volunteer emergency services and supported outreach efforts.
