Murray County awards Phase II highway expansion contracts, sets culvert bid date

The Murray County Board of Commissioners approved base bids and awarded contracts for the Phase II expansion of the county highway facility and set a bid opening date for a culvert replacement project.
Following a public opening of (34) bids across multiple categories, staff recommended awarding responsive low bids for the county highway storage building, salt shed and fueling island work. The board approved awards to the low bidders for each contract category, selecting B&H Excavating for earthwork, Musch Construction for concrete, Jeff Thoma Construction for the post-frame building (Category 3A), OH Door of Sioux Falls for overhead doors, O'Day Equipment for fueling-island equipment, Summit Fire for fire protection, Bisbee Plumbing and Heating for mechanical/plumbing/HVAC, Meier Electric for electrical, and MidCentral Door for doors/frames/hardware. The board rejected Category 3B (pre-engineered metal building) in favor of the post-frame option in Category 3A.
Staff flagged two contract-scope items for the board: the transformer specified in the contract packages was changed from a 45-kVA spec to a 75-kVA that increases cost by roughly $2,000 (the specification change was not in the bid package and the added cost will be covered from contingency), and MidCentral Door's bid included twice the number of doors needed; the contractor agreed to provide a deduct change order to align scope and price. The board directed the building committee, county engineer, architect and construction manager to proceed with construction administration and to secure remaining owner items and related agreements.
Separately, the board approved final payments on three 2025 projects: $17,259.11 to R & G Construction Co. for SAP 051-599-112, $3,942.53 to Sir Lines-A-Lot, LLC for CP 01-25, and $44,001.33 to Asphalt Surface Technologies Corp. for SAP 051-030-003. The board also set Jan. 29, 2026 at 9:00 a.m. as the bid opening for the CSAH 38 culvert replacement project (SAP 051-638-033).
