The City of Clay Council on Jan. 13 extended a moratorium on mini‑warehouses, approved a part‑time communications position and a city clerk appointment, and voted down the mayor’s proposed City Administrator/Treasurer.
Mayor Jane Anderton presided over the meeting at Clay City Hall. Councilors approved Resolution 2026‑01, extending a moratorium on mini‑warehouses and self‑service storage businesses inside city limits; the motion was moved by Councilor Nathan Thompson and seconded by Councilor Carla Youngblood and passed by unanimous roll call.
Councilor Carla Youngblood moved to approve Resolution 2025‑66 to establish a part‑time Communications Specialist position; Councilor Jody Harris seconded. Roll call on that item was: Yeas — Mayor Jane Anderton, Councilor Jody Harris and Councilor Carla Youngblood; Nay — Councilor Chris Nail; Abstain — Councilor Nathan Thompson. The resolution passed with a split vote.
The council debated Resolution 2026‑03, authorizing the mayor to appoint a City Administrator/Treasurer. Councilor Nathan Thompson moved approval and Mayor Jane Anderton seconded. Roll call was: Yeas — Mayor Jane Anderton and Councilor Nathan Thompson; Nays — Councilors Jody Harris, Chris Nail and Carla Youngblood. The resolution failed.

Councilor Jody Harris announced a Planning & Zoning meeting for Jan. 15. Councilor Chris Nail said he needs to meet with Mr. Wilson about grant opportunities. Councilor Nathan Thompson reported that Old Springville Road is open, that a new Mavis Tire is open, and that the rebuilt Dollar General is expected to open around June 2026. Councilor Carla Youngblood summarized a recent financial workshop and said the current city budget shows a shortfall of approximately $650,000.
