Buffalo County approves Harper Administrative Subdivision after public hearing

The Buffalo County Board of Commissioners voted unanimously April 8 to approve the Harper Administrative Subdivision, a land division filed by surveyor Evan Jasnowski on behalf of Heather Santiago.
Chairperson Sherry Morrow opened a public hearing on the proposal at 9:15 A.M. Heather Santiago, the applicant, answered questions about the plat. Residents Rema Hemmerling, Billy Rayburn and Terri Gonzales spoke in opposition at the hearing, while Roseana Salinas spoke in favor. After closing the hearing at 9:45 A.M., the board found the plat met Buffalo County’s Subdivision Resolution requirements, concluded Keystone Road met the county’s minimum width standards, and noted a title search had cleared county interests.
Commissioner Bill Maendele moved to approve the administrative subdivision to be known as “Harper Administrative Subdivision”; Commissioner Myron Kouba seconded the motion. The board adopted Resolution 2025-20 by unanimous roll call vote. The resolution directs the plat be filed and recorded in the Register of Deeds for Buffalo County.
Zoning Administrator Dennise Daniels and the county attorney’s office reviewed the application as part of the administrative process; the county’s findings were recorded in the resolution text. The board’s action completes the county-level approvals required to record the subdivision plat.
