Buffalo County board accepts audit, awards phone contract, approves payroll and sets law-enforcement center bid dates

At its March 25 meeting the board accepted the 2023–24 Hayes and Associates audit, awarded Kidwell a five-year Mitel phone-system support contract, ratified March 21 payroll, approved a $25,000 transfer to the Weed District, added $4.89 million in pledged collateral for the treasurer, and set April 22 bid dates for financing and construction-manager proposals on a new law enforcement center.
The Buffalo County Board of Commissioners handled a set of finance, procurement and administrative items at its March 25 meeting.
The board accepted the 2023–24 Annual Audit presented by Hayes and Associates (Austin Hanke appeared via Zoom) by roll call vote. The board also awarded the bid to Kidwell for five years of support and maintenance of the county’s Mitel phone system covering Buffalo County offices and the City of Kearney/Buffalo County Law Enforcement Center (motion by Higgins). The award passed by unanimous roll call vote.
County business included ratification of March 21 payroll claims read into the record, approval of March vendor claims across funds, and a budgeted transfer of $25,000 from the General Fund to the Weed District Fund. The board approved adding pledged collateral in the amount of $4,894,754.37 for the Buffalo County Treasurer at First National Bank of Omaha.
The board also approved Resolution 2025-14 directing the County Treasurer to issue Tax Sale Certificates for delinquent taxes for tax years 2020–2023. On the Board of Equalization agenda, the BOE authorized county counsel to confess judgment in an appeal concerning GCP II KEARNEY SENIOR LIVING, LLC., setting the 2024 assessed valuation at $13,630,000, and approved motor-vehicle tax-exemption renewals for several nonprofit applicants.
On facilities business, the board set April 22, 2025 as the bid date for both requests for public-finance proposals and construction-manager proposals for a new Law Enforcement Center. During Citizen’s Forum, Saun Patterson of Family Heritage Life Insurance requested to speak to the county Human Resources Committee about employee insurance products. Chairperson Sherry Morrow adjourned the meeting at 10:14 A.M.
