Buffalo County approves licenses, appointments, payroll and vendor claims in routine meeting

The Buffalo County Board of Commissioners used its Jan. 27 meeting to process a series of routine but required administrative items, approving payroll and vendor claims, authorizing licenses, and making appointments.
The board ratified payroll processed Jan. 23, 2026 (motion by Commissioner Daniel Lynch, second by Commissioner Ivan Klein) and approved January 2026 vendor claims as submitted by the County Clerk (motion by Commissioner Ronald Loeffelholz, second by Commissioner Ivan Klein). The minutes include a detailed vendor claims listing across funds.
The board approved a Special Designated Liquor (SDL) license application from Nightlife Concepts Inc. for an event at Rowe Sanctuary, 44450 Elm Island Road, Gibbon, NE on Feb. 6, 2026 (motion by Bill Maendele, second by Timothy Higgins). The board also approved a tax refund for Richard and Nadine Montgomery (parcel 605546000) in the amount of $646.96 (motion by Ivan Klein, second by Daniel Lynch).
In personnel and appointments, the board recognized an expiring term for Board of Adjustment member Richard Pierce and appointed M. Dale Gibbs to a three-year term (motion by Bill Maendele, second by Timothy Higgins); Willie Keep was reappointed to the Planning and Zoning Commission for another three-year term (motion by Ronald Loeffelholz, second by Daniel Lynch). The board accepted the County Treasurer’s semi-annual report and recognized employee years-of-service for multiple staff members.
All listed motions carried on unanimous roll-call votes recorded in the minutes. The meeting adjourned at 9:56 a.m.; Commissioners Higgins and Kouba accompanied Lt. Chad Hunt to perform the quarterly jail inspection following adjournment.
