Buffalo County approves Keaschall administrative subdivision and allows personal-use solar on 10+ acre AGR-2 lots

At a public hearing opened Jan. 13, the Buffalo County Board of Commissioners approved an administrative subdivision application filed on behalf of the Delores A. Keaschall Trust. Licensed land surveyor Bryan Brown answered questions from the board; no other public speakers addressed the board. The board adopted Resolution 2026-02 approving the 'Keaschall Administrative Subdivision' for a remnant tract of approximately 153 acres in the southeast quarter of Section 16, Township 11 North, Range 14 West.
The board also held a public hearing on proposed amendments to Buffalo County Zoning Regulations Section 5.42 (Agricultural–Residential 2, AGR-2) to clarify permitted principal uses and structures for personal-use solar energy systems on lots of 10.00 acres or greater. The Planning and Zoning Commission had recommended the amendment by an 8–0 vote; no protests were filed. The board adopted the amendment by Resolution 2026-03, updating the code to add a permitted use described as: 'Personal Use Solar Energy System, when the system is situated on a lot comprised of 10.00 acres or greater.' The motion carried 7–0.
Board members noted that title clearance and road frontage standards were met for the Keaschall plat and that Maple Road and Grand Island Road abut the property and meet county standards. The board instructed staff to file the approved plat with the Register of Deeds.
Highway Superintendent John Maul and Zoning Administrator Dennise Daniels were present during zoning items. No appeals or protests were recorded at the meeting.
