Staff reports on local solar applications, PJM filings and proposed 765 kV transmission line; commissioner urges agricultural conditions for solar sites

During the Oct. 16 meeting staff provided an update on local solar and transmission planning and commissioners discussed potential conditions for solar projects.
Monica Elder, Deputy County Administrator, briefed the Commission on a new Conway Solar application and ongoing review of a Taro Solar application, and referenced recent PJM reports concerning approved solar facilities. Staff also noted Dominion had proposed a 765 kV transmission line to PJM; no county action was taken on the transmission proposal during the meeting.
Commissioner Belinda Strom and Supervisor Smith attended a Crystal Hill Solar site visit hosted by Energy Right; Strom said the site incorporated agricultural activities such as sheep grazing and honeybee apiaries and recommended the Commission consider including a condition to encourage agricultural activities on future solar projects.
Staff will continue permitting reviews and incorporate any policy direction into draft conditions for public hearing and legal review.
