Monona County delegates engineering authority to WHKS & Co., authorizes temporary road closures

On Feb. 24 the Monona County Board of Supervisors adopted a series of resolutions delegating engineering authorities and certain administrative powers to WHKS & Co.
The board adopted Resolution SR 26‑14 naming WHKS & Co. as contract engineer authorized to execute certifications of completion and final acceptance for Farm‑to‑Market and state or federal aid construction projects. The board also adopted SR 26‑16 authorizing WHKS to execute certifications and reimbursement requests for Natural Resources Conservation Service (NRCS) projects, and SR 26‑18 for Hungry Canyons Alliance projects.
In Resolution SR 26‑15 the board invoked Section 306.41 of the Code of Iowa to authorize WHKS, as contract engineer, to temporarily close county highways when reasonably necessary for construction, maintenance or emergencies, and to ensure signage and detours comply with the Manual on Uniform Traffic Control Devices. The resolution notes that closures lasting more than 48 hours must have a designated detour route and that extended closures will be resolved by a future board resolution.
The minutes show these delegations were adopted unanimously by the attending supervisors. The board discussed contact procedures for Secondary Roads employees and noted Scott Kruse (WHKS) as a contact for matters such as Peter’s Park Oak Avenue; no further action was recorded.
