Charlotte County Electoral Board enacts revised security plan, schedules budget session and reviews audit requirements

CHARLOTTE COUNTY — The Charlotte County Electoral Board voted on Feb. 6, 2019 to enact a revised Security Plan after meeting in closed session to discuss personnel and security issues.
Secretary Robert Bradner moved to enact the revised Security Plan; Vice-Chair Lawrence Clark seconded and the motion passed unanimously. The board had earlier voted to enter an executive session under Va. Code § 2.1-3711 for the purpose of discussing personnel and the security plan. After returning to open session, the board adopted the certification required by Va. Code § 2.1-3712 that only matters lawfully exempt from open meeting requirements were discussed; the minutes record the vote as Chair Sandra Martin — aye; Vice-Chair Lawrence Clark — aye; Secretary Robert Bradner — aye.
The board also addressed administrative planning for the upcoming budget cycle. Registrar Lambert told the board that each county department must submit its budget by Feb. 28, 2019 and announced a departmental budget session for the Electoral Board to be held at the Voter Registrar’s office on Monday, Feb. 11, 2019 at 10:00 a.m. She noted a new requirement that each department include a five-year projection of budget needs as part of this year’s submission.
Vice-Chair Clark briefed the board on a training he attended concerning risk-limiting audits. Clark said each locality in the Commonwealth will be subject to a risk-limiting audit once during each five‑year period, with localities randomly selected from those not audited in the preceding four years. The purpose, as described to the board, is to ensure the validity of the last election held before the audit; localities will be responsible for associated costs.
Registrar Lambert presented a proposed slate of Officers of Elections and a list of people who had contacted the State Board of Elections website expressing interest in serving. She said she will write to those individuals to confirm their current interest and availability.
Registrar Lambert introduced Linwood Dean Foster as the newest member of the Charlotte County Electoral Board; the minutes state that Foster’s term begins March 1, 2019. Chairman Sandra Martin thanked Ms. Lambert and fellow board members for making her tenure on the board enjoyable and was thanked in return.
On a motion by Secretary Bradner, seconded by Vice-Chair Clark, Chair Sandra Martin declared the meeting adjourned.
