Charlotte County Electoral Board certifies closed session after registrar performance review

The Charlotte County Electoral Board voted July 23, 2019, to certify an executive session held to conduct the General Registrar’s annual performance review, the board’s minutes show.

The board convened at 1:00 p.m. at the Registrar’s Office. Present were Chair Glenwood Foster, Vice-Chair Lawrence Clark and Secretary Robert Bradner. Secretary Bradner moved that the board enter a closed session “pursuant to Va. Code 2.1-3711” to discuss personnel matters; the motion was seconded by Vice-Chair Clark and carried, according to the minutes.

After returning to open session, the board adopted a resolution certifying that the executive meeting was conducted lawfully under the Virginia Freedom of Information Act and that only matters exempted by state law were discussed. The resolution cited Section 2.1-3712 of the Code of Virginia and was adopted following a roll-call certification vote in which Foster, Clark and Bradner each recorded "Aye."

The minutes record that the completed performance evaluation of the General Registrar will be forwarded to the State Board of Elections.

The board also recorded that the Chair and Vice-Chair would attend training on possible new EPB equipment on Aug. 7. On a motion by the Vice-Chair, seconded by the Secretary and approved unanimously, the board scheduled its August meeting for Friday, Aug. 9, 2019, at 9:00 a.m. at the Registrar’s Office; the Secretary was directed to post notice on the county website. The meeting was then adjourned on a motion of the Secretary, seconded by the Vice-Chair and passed without dissent.

The minutes provide no further detail about the content of the personnel discussion held in closed session.
