Moody City Council on Sept. 22, 2025 approved a tax abatement agreement with Apollo (also called Steel Blue), authorized the hire of Chris Hale as a police officer and renewed the library's Fold3 subscription for $1,315.45.
Don Smith of the St. Clair County Economic Development Council presented the Apollo/Steel Blue proposal and said the combined city, county and state tax abatement package would total $914,000; Moody City's share of that abatement was recorded as $275,000. Smith also stated the project would generate more than $1 million in revenue for local schools that was not part of the abatement calculation.
Items listed under Mayor Lee were presented by Mayor Pro-Tem Linda Crowe. The council approved Resolution R2025-09-22, described in the minutes as a resolution to approve a tax abatement agreement between the City of Moody and Apollo (Steel Blue); Council Member Lynn Taylor moved the resolution and Council Member Ellis Key seconded. A second separate agenda line approving the underlying tax abatement agreement was moved by Council Member Nick Rutledge and seconded by Council Member Matt Morris. The minutes record that the motions carried with "all present" voting AYE for those items.

Sara Roberts of the Moody Public Library requested renewal of the Fold3 subscription (vendor: ProQuest LLC) for the period Oct. 1, 2025, through Sept. 30, 2026, at a cost of $1,315.45 charged to budget line 01-519-1601. Council Member Ellis Key moved to approve the renewal; Council Member Lynn Taylor seconded and the minutes record the motion as carried with all present voting AYE.
The council noted Mayor Joe Lee as absent at roll call. The meeting was closed by Mayor Pro-Tem Linda Crowe at 6:11 p.m. with no further business recorded. Approved minutes are signed and attested in the record.
