Marion County approves federal funds, ARPA contract amendment and an eminent domain resolution for State Street project

Marion County commissioners on March 4 approved multiple funding and contract actions tied to county infrastructure work, including a federal funding amendment for the State Street improvement project and additional ARPA dollars for a drinking water project.

Public Works staff presented Amendment #1 to the Supplemental Project Agreement with the Oregon Department of Transportation to add $6,249,999.58 in federal funding for right-of-way services, language updates and construction, increasing the agreement total to $6,967,839.58 through Nov. 18, 2031. The board also approved a resolution authorizing acquisition and eminent domain of certain real properties necessary for the State Street: 4106 State Street to 46th Avenue improvement project. The motion was moved by Commissioner Kevin Cameron, seconded by Commissioner Colm Willis, and carried with Commissioner Danielle Bethell absent.

Separately, the board approved Amendment #6 to the Standard Professional Services Contract with Keller Associates, Inc., adding $807,343 in ARPA funding for construction engineering services on the Brooks-Hopmere Drinking Water Improvement Project, bringing that contract to a total of $3,205,172 through Dec. 31, 2026. The consent agenda also included reallocation of $218,539.07 in unspent ARPA funds from the Brooks Community Service District wastewater project to be reallocated for other ARPA projects, and adding $218,539.07 to the Brooks Community Service District Drinking Water Improvements Project for a new total of $14,566,539.07 through Dec. 31, 2026.

Commissioners recorded no additional conditions in the meeting minutes; the resolution authorizing eminent domain establishes the board's authorization to pursue property acquisition in support of the State Street project as described by Public Works staff.
