Brooke County Commission approves $435,000 ARPA transfer, Nyhart GASB 75 contract and RFQ for animal shelter repairs; tables health insurance and a staffing pay

The Brooke County Commission met in adjourned session June 11, 2024, at the Courthouse and unanimously approved a slate of administrative actions, including large in-house budget transfers and contracts, while tabling the county’s health insurance plan and a sheriff staffing change.
Commissioner Thomas R. Diserio moved to approve the minutes of the June 4, 2024 meeting; Commissioner Stacey Wise seconded and the motion passed unanimously.
The commission approved, on a motion by Commissioner Diserio seconded by Commissioner Wise, a $5.00 increase to Process Service fees at the request of Sheriff Beatty, citing West Virginia Code 59-1-14. At the same time the body approved multiple in-house budget transfers across county funds; the largest transfer listed was $435,000 from ARPA funds. Other transfers approved included departmental adjustments for Courthouse ($10,000), Rails to Trails ($4,735), EMA/OES (two entries totaling $16,860), EMS/Ambulance ($22,684), County Clerk ($52), Elections ($11,786), County Jail ($4,210) and others recorded by the clerk.
Also on unanimous votes, the commission approved the Nyhart Service Agreement for full GASB 75 actuarial services at a $5,000 cost and authorized advertising a request for qualifications for an engineering firm to perform repairs to the Brooke County Animal Shelter and Brooke County Emergency Operations Center sewage treatment facility.
The commission voted to table final approval of the county health insurance plan while it awaits information on dental and vision plans. A separate staffing request from Sheriff Beatty — to move Derek Mills from part-time to full-time effective July 1, 2024, with no change in pay rate — was also tabled.
Clerk Kimberly M. Barbetta reported receipt of minutes from the Brooke County Historical Museum & Culture Center (Aug. 19, 2023; Nov. 18, 2023; Feb. 24, 2024) and the Brooke County Public Library (Jan. 29, Feb. 26, Mar. 25, 2024), which the commission ordered filed. The commission also approved payroll withholdings and multiple checks and vouchers across county funds, as recorded in the clerk’s register.
A motion to adjourn, made by Commissioner Thomas R. Diserio, passed unanimously, and the meeting was closed.
