Brooke County Commission tables ambulance award, approves budget moves and names EMA director

BROOKE COUNTY, W.Va. — The Brooke County Commission on July 9 tabled a decision on awarding a new ambulance contract, approved several internal budget transfers and a $270,308 coal-severance budget revision, and accepted the Brooke County Ambulance Authority Board’s recommendation to appoint Greg Moore as director of EMA/OES.
The commission announced three ambulance bids for 2023 Type III models or newer: Myers Equipment Corporation submitted a 2024 E350 remount for $156,000 and a 2024 E450 for $202,618; Penn Care Inc. submitted a 2025 E350 for $148,450; and Atlantic Emergency Solutions submitted a 2025 E350 for $54,798. Commissioner Thomas R. Diserio moved to table awarding the contract pending further review of specifications; Commissioner Stacey Wise seconded and the motion passed unanimously.
The panel also approved several in-house budget transfers: $20 for EMA/OES; $1,538 and an additional $5,800 to EMS Ambulance (line item 458B); and $218,833 to the Shelter Levy. The commission separately approved a requested revision to the approved budget — revenues and expenditures of $270,308 — funded by coal severance; Commissioner Diserio moved, Commissioner Wise seconded and the votes were unanimous.
The commission accepted the recommendation of the Brooke County Ambulance Authority Board to name Greg Moore as EMA/OES director; the minutes state Moore has served as interim director for several months. The commission indicated that Virginia Smith seeks reappointment to the Brooke County Museum & Culture Center Board and will allow two weeks for additional applicants to apply.
Commissioners approved advertising a request for qualifications for demolition projects, listing two sites: 942 Main Street (including asbestos exterior removal and stabilization of a property wall) and Demo — Station II (trailer only). The Sheriff’s Department will apply to the Board of Education to conduct Special Response Team active-shooter training at a school building and will use the county’s liability insurance for that exercise, according to the minutes.
Invoices and vouchers were approved and checks authorized: payroll-withholding checks 31381–31383 for $510.00; General County Fund checks 31384–31416 for $308,834.25; Dog Fund check 1815 for $1,361.40; E911 Communications checks 3287–3290 for $12,531.41; and Shelter Levy check 1899 for $65.26. The meeting adjourned after a motion by Commissioner Stacey Wise that passed unanimously. The minutes were signed by President Andrew J. Thomas and attested by Clerk Kimberly M. Barbetta.
